Travel Concessions Given By the Central ad State Governments for The Disabled
By Train
As per the Order of Ministry of Railways, Government of India, the following concessions are available for the disabled persons.
For Blind
The blind person travelling alone or with an escort, on production of a certificate from Government doctor or a registered medical practitioner, is eligible to get the concession as below:

How to avail the scheme?
The concession certificate may be issued by the Station Master on collection of the certificate form and the copy of original certificate duly attested by a Gazetted Officer, M.P., M.L.A. etc. may be produced while collecting the ticket. The blind person may not be present at the station for purchase of the ticket.
For Locomotor Disability
The Locomotor Disabled person travelling with an escort, on production of a certificate from a Government doctor to the effect that the person concerned is orthopaedically handicapped and cannot travel without the assistance of an escort, is eligible for getting concession.

How to avail the scheme?
All categories of Orthopaedically Handicapped Personslpatients accompanied by escort, when travelling for admission or on discharge from hospital where the O.H. persons are treated or for consultation with Medical Expert, on production of a certificate from a government doctor/orthopaedic surgeon that the person is a bonafide O.H. person and he cannot travel without an escort, for availing concession
For Hearing Impaired
A Hearing Impaired person travelling alone (both afflictions together in the same person) on production of a certificate from a government doctor is eligible for the concession.

For Intellectual Disabled
A Hearing Impaired person travelling alone (both afflictions together in the same person) on production of a certificate from a government doctor is eligible for the concession.

By Air
For Blind
Percentage of Concession: The Indian Airlines Corporation allows 50% concessional fare to people witth disabilities on single journey or single fare for round trip journey on all domestic flights.
How to avail the scheme?
To avail this facility , people with special needs they have to produce a certificate from a medical practitioner. Air HostessISteward will look after the blind persons not accompanied by escorts in flight. The Public Relation Officer or the Traffic Officer Incharge at the airport will render necessary assistance to such infirm passengers at the airport of the departure and arrival. Escorts are to pay full fare.
Locomotor Disability
Locomotor Disabled persons (80% and above) are allowed following concessions in Indian Airlines :
- 50% of Normal Economy Class INR Fare or Point to Point Fare. Full Inland Air Travel Tax and Passenger Service Fee applicable.
- 50% of INR fare applicable to foreigners resident in India for travel on Domestic Sectors. Full Inland Air Travel Tax and Passenger Service Fee applicable.
Note:
The Orthopaedically Handicapped persons are not given this concession. However, they are allowed to carry a pair of crutcheshrases or any other prosthetic devices free of charge.
By Bus

Procedure for Getting Concessional Railway Ticket for Handicapped Persons
Verification of the submitted documents by Commercial Inspector
Once you submit your documents along with the application the concerned officer would get them verified from a commercial inspector. The procedure will move forward only after the inspector verifies that the issuing hospital, doctor and the details mentioned are all correct. Only the concession certificate issued by a government office of the concerned zone will be entertained.
Hand over the Photo Identity Card to the concerned person
After the verification process is complete you’ll get a call from the D.R.M Office about the date and time for collecting your photo identity card. The disabled person can send a representative on her behalf to collect the identity card. In such a case, the representative must have an authority letter (a handwritten permission by the PwD and duly attested signature of the representative) in order to get the Photo Identity Card from the D.R.M Office.
De-validation of the Concession Certificate
While issuing the photo identity card with unique 11 digits identification number, the D.R.M office will endorse the information on the original concession certificate by pasting a stamp with all relevant details. Once the details are endorsed, your concession certificate becomes useless. Now you have to use only the photo identity card for all further transactions with the Railways.
Documents Required
- 1. Concession Certificate or Unique Disability ID (UDID) Card
- 2. Photo Identity Proof (e.g. Aadhaar Card)
- 3. Date of Birth Proof
- 4. Address Proof
- 5. 2 passport size color photo
- 6. Attested photocopies of these documents.
Practically using Your Railway Photo Identity Card
For booking concessional tickets online you’ll need to use your unique 11 digits ID number and you’ll have to carry the original photo identity card to be checked on-board and off-board the train. If you are booking the ticket at the ticket window then you may have to submit a photocopy of the identity card at the counter. In this case, too you’ll have to carry the original photo identity while traveling through railways.
Renewal of the Card
In case of expiration of the card you are expected to start your process of getting a new photo identity card three months prior to the expiration of the old card.
Validity of the Card
The validity of the card will be for five years or the last date up to which concession certificate is valid.
